Those who held this title served as warrior-kings; leader of the Sangheili. After the title was disgraced, it was used by the San 'Shyuum to remove Elites who would pose a threat to the stability of the Covenant. The current Arbiter's name is Thel 'Vadam.

Oh and the covenant studied humans for many years before making contact. They learned their language and have translators.. I think. Don't quote me on that.
