This actually sounds really cool, and I think this would be a nice exotic perk for it:
Showered in Light: Chain at least three precision shots and you are refunded one special arrow, that when fired fragments into seven arrows for a total of seven. The extra arrows cannot be picked up.

I had an idea which would be kind of cool, and that is another perk: To the Walls: If an enemy is within 5 feet of a wall, they are stunned and pushed against, however the arrow is never recoverable in that case.
