It's a good thing, but it's backward.
There should be a Fireteam boot option based on a vote system from the majority of a fireteam. 2/3 required for pve matchmaking, 3/6 required for pvp matchmaking.
When you vote to boot, you should have to pick from a SHORT list of reasons (afk, etc), and THAT is what Bungie should base their banhammers on, at that point I don't care how lax or short the ban policy is because I don't have to deal with that person anymore.
Bungie, you need to put yourself in the situation in which you deal with these people continually, strike after strike, with not much reprieve even when you leave for another strike or crucible lobby. It will happen again soon.
The current system makes us have to continue dealing with the idiot, while hoping and praying that someday in someway enough people will rate them bad enough to make the GRIEVOUS category bungie requires to give them what they deserve, for the short duration.
In all honesty, I don't stop playing to report people unless I'm in a TERRIBLE mood, so you have people getting away with this unreported left and right. Why? Because there's no tangible benefit, or even a guarantee of a repercussion to the offender. It's me having to stop, while taking fire, to report somebody to an organization I don't even know is paying attention. But that doesn't mean it's any less annoying or disruptive, or not a crappy experience. However if I could put a vote out to get rid of that person NOW, that would get you the feedback you're looking for everytime.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
