As long as we need to run VoG. The newer weapons have to be earned somehow. This game already hands us enough as it is, just turning something in and having it upgraded wouldn't be very wise.

I can agree with that, if you increase the level for the raid, then either RNG for the leveled up weapons or obtain something that could level up a weapon or armor piece, that's fine with me. Would keep the raid relevant and also give us a use for all the ascendant mats we have stockpiled.
