Doesn't make sense. I ran it with a group of all 32s on my 30 Titan - somehow my Titan was the only one that had weapons of light though :/
Anyway I covered about half the Templar oracles on my own, out killed everyone with Word of Crota, took down all the portal oracles with SGA, provided weapons of light against atheon, and plenty of orbs with gift of the void, not that they were necessary.
Just play your best - higher level doesn't equal better player.

32s have the same damage and health as a 30 since the enemies are 30 the 32s aren't buffed in any way

The only difference is defense not that it makes that big of a deal though

Nope. A 32 in VOG is the exact same as a level 30
