Have one maxed. Solid pulse rifle but the rarity of this weapon is not that high. I've had it drop as a NF reward more than once and my friends have had it drop as well. But you are right, have not seen another faction pulse rifle

But those are the only places it's dropped and it's not farmable. Still hold out it's more rare than you might think, good points though.
