Bungie is lying, it's part of the planned game design to squeeze players on vault space. I'm not entirely sure what their goal is with it exactly, but I'm sure it's an intentional meta-game

What would be the point? They are losing players quickly because of this problem (among many)

I'm not sure, but like the RNG lottery system, I agree it has certainly backfired and not given the results they wanted, but I'm not buying the incompetence thing either. These people aren't that incompetent. They just have a certain vision and are sticking to it, and not having much storage space is definitely part of these grander loot scheme it seems. Same with the matchmaking, it would've certainly kept players interested in doing a raid, but it wasn't part of their vision.
