My thoughts are the ttk should be increaed on everything in pvp. Even snipers should take 2 headshots to kill. Actually 1 and a quarter. Pvp with insta-kills isnt fun. Remove all the insta-kills and pvp participation would prolly go up to at least 40% instead of the paltry 15% it is now.
I say a blanket nerf to everything in pvp only.

One-hit kills are no fun on the receiving end. 2-hit kills from a quick weapon aren't fun on the receiving end. The two shooters I have enjoyed most in my life are Tribes 2 and Gunz. In both a confrontation wasn't over in 2-3 shots. They took skill could last quite a long time and were rewarding when you won and could even feel rewarding when you died. You get none of that feeling when you die one shot to a sniper, shotgun, pulse rifle, or hand cannon or in two shots to them.

If snipers couldn't OHKO on a headshot, no one would even attempt to go for headshots unless bodyshots are also weakened as well. Not saying that shouldn't work like that since some games have incorporated that successfully (S4 League, Team Fortress 2 and GunZ come to mind), but this game is an entirely different beast altogether.
