In the H2A cutscenes with the arbiter and Locke, when they are getting ready for battle or whatever at the end, why does Locke have an older Halo 3ish battle rifle?

Because Blur was reusing assets from the Halo 2 Anniversary campaign. Why make a brand new new battle rifle for 2 and a half minutes of cutscenes.

I'd do the same. We're talking about real life, where time is money.

True, but that little bit of extra effort would have been nice. But there's nothing we can do about that now. Besides, I prefer the BR55 to the BR85.
