As for Jorge, no. You are somewhat correct regarding slipspace's functionality, however, it's more complex than that. Slipspace is a separate reality than our own. Sometimes referred to as a sub-reality or subspace made up of 11 different dimensions. (Cortana calls it this in Halo CE). Entering slipspace does not apply immediate motion. If you don't move your ship in slipspace, you don't move at all. After the slipspacedrive opens a portal to slipspace, it's primary function is to smooth out the space around the ship as to keep it intact.
Which leads us to the properties of slipspace. Slipspace is very, very, very dangerous. First off, it's a vacuum. So you have that going for you. Second, it's heavily irradiated. UNSC ships get around this by lining the insides of their ships with lead foil. The Covenant get around this by putting their shields up to a maximum. Third, you need to have a slipspace drive to exit slipspace. The Savannah's drive was improperly mounted on purpose. It probably would have been destroyed after creating the rift in space.
So, Jorge, would have been bombarded by radiation, exposed to a raw vacuum, and had no way of getting out of slipspace.

Ah, that clears it up. I thought that Jorge might have somehow survived and could have a part to play in the future of Halo as his death didn't seem instant/ definite. And yes, I've beaten ODST before, although I can barely remember the events as it was several years ago. Although, a bit came back to me when I read the recap in New Blood.
