There's a difference between the content being 100% COMPLETED and part of the level design done but actual gameplay not. Ever notice how all those glitches areas only have areas to walk in, and nothing to fight( except for the ultra captain spot) and after TDB dropped, we still had to download a file, just not a supermassive that we otherwise would have to have downloaded. Also, if all the stuff is on disc already, where was the Crota raid, and in turn, where is the HoW raid,
