The dlc adds content and extends the metagame... So yeah, DLC gear is going to be stronger. Otherwise there would be no progression past level 30....

The thing is the content is already part of the game we payed for. The "dlc" just unlocks it so we can have access to it. In turn we're playing for it twice.
