Max lvl w/o TDB is 31 which can be hit by buying vendor gear. Grind to rank 3 in IB (more than easily doable at 30) and with an exotic you are nearly 32. Every decent fps and rpg has dlcs. Don't want to pay? You won't get the newest stuff, be thankful he can hit 32 through IB most games wouldn't do that. Finally Destiny is [b][i]NOT[/i][/b] pay to play. Pay to play games have monthly subscriptions, usually on top of the initial purchase price of the game ie WoW or Elder Scrolls Online. Please get your facts straight before ranting.
