Now I realize that the exotic perk isn't the best because it is hard to get in the crucible but the reason that this weapon is exotic is because of its range. Also the only reason for the 1:30 recharge is because is PVE it is easy to get double kills, this shouldn't effect PVP however because double kills are way less common.
