I feel like Bungie should have, from the start, tweaked guns in Crucible and left them be in Vanguard (except when needed). They control all the variables in Vanguard, they should know what's too good/bad there. What they've now done with shotguns is what they should do to everything: set the power level differently for PvE/P.
