I made it. I use a technique I learned from an ancient empire long ago called Ether Binding. If you take notice on the sword, there are tiny inlets and grooves on it: the blade Carrys liquids with low viscosities and twirls them thought the air like ribbons. Hence the name: Blood Ribbon. The blade was forged with ether fibrils, which gives it a unique aversion to any serpentine creature, such as dragons, wyrms, hydras, etc.

Any weapon with significant power can kill dragons. What makes Blood Ribbon unique is that it has the uncanny ability to nullify and negate any effects, abilities, and powers manifested by dragons and items created with dragon powers. Plus, it's a snazzy blade.
