These devices flood a radius of 500 meters with a charge of ultimately low frequency radiation for an undetermined amount of time, but usually lasts 4 to 7 seconds. The effect of which holds the sphere of influence in place of time, at least slows it down dramatically relative to all other matter. Once the device is consumed, all matter within it's reach will have remained nearly unchanged by movement and time, even your thoughts hold still. There is a side effect of this. The time taken inside it's radius of influence does not change anything about the properties around it. When it stops, the matter once held there will be pulled from where it should be, and will crash into the matter moving into it. It's like spinning an apple at a steady speed, then putting a spoon into the side while it still spins..
