No empire became great without a little Imperializing. I am not familiar with who the indigenous people of our mountaintop plateu were before us, but I doubt we were here first. Any attempt at rebellion will be swiftly cast aside, as with any culture or people who stand in the way of progress.

Officer pain, may I remind you... The empire seeks out peace and prosperity, not chaos and corruption... We must be kind to these people and reason with them first to see why they are angered..

I support this. Ask yourself how we came to be? Empires done appear overnight. Peace and prosperity for our people and our land is our number one goal, absolutely. And if we want to avoid war, let's try it. I only ask that we don't forget our roots.

I know who I dispatch from this plane. I do not take the weak nor the weary, for that is the job of nature. I do not slaughter innocents, for they pose no threat to this great empire. I will not stand in the way of peace agreed upon by our generals, have your land and know that it is yours due to the great and merciful Empire. Any criminality against us to any degree could place that which you protect in great jeapordy as it is not the common way of the Empire to let lands leave our supervision.
