Understand that for the vast majority of soldiers in the UNSC, they were born during the Covenant War. They never knew of conflict with other humans. Many of them joined the UNSC to fight the Covenant, not to fight humans. Mickey is one of those people. The Rookie died on an op against the URF. Mickey thought that his death could have been avoided if the UNSC simply let the innies have the sovereignty they want.
