People don't always choose the most powerful weapon. Sometimes they pick what is comfortable to them. A lot of people like sound & feel of an assault/auto rifle. Please don't penalize them to meet your arbitrary weapon usage balancing. How about doing a survey to see why people choose their weapons before assuming it's based soley on damage output Bungie?
