I switched off for a bit and ranked up another faction 1 level. I was DO rank 28 with zero shaders, after I switched back I've received 2 shaders out of my last 3 ranks. I'm not saying this is proof positive but couldn't hurt to try. I currently have the Nowhere and hanged man
