This is nonsense. Bungie doesn't keep the Gjallarhorn from anyone. It may not be sold by Xur anymore but I honestly don't know how true that is. As far as it dropping it's all random. You're chances of having one drop are just as good as the next guy.

I believe bungie took it off xurs list because it creates a " carrot on a stick" which keeps a lot of people playing and grinding for it , just my opinion though
