i'd like to see auto rifles not be useless in pve.
but they seem to balance everything around pvp. and even then, this game doesn't have competitive pvp. there's no ranking system, there are no private matches, there's no tiering like it's a wow arena and you're matched against other players of equal(ish) skill.
hand cannons wreck. pulse rifles still blow. scout rifles do pretty well, especially at range. auto rifles are obsolete. people use them because they "like them" but it doesn't make them good weapons. they have no range, and horrible time to kill, not to mention the ammo and reloading required to kill like one yellow target.
auto rifles definitely need some love in pve. if they gave them a 10% buff, i still dont see them being used over most scout rifles or hand cannons.
but oh well, bungie is clearly out to lunch on a lot of these matters. i think their rationale is that "well you can do it, so its fine!"
just test it yourself. take the abyss defiant and shoot a yellow knight in the head until it's dead. time how long it takes. then take out the fang of ir yut or the word of crota and time the same thing. you'd be surprised. and even then, auto rifles are "supposed" to excel from short range. now make it a yellow boomer across the room. auto rifle gets even worse.
this is probably the reason they decided against implementing a target dummy system.
it would expose all of their pve weapon balance flaws as people would actually be able to accurately calculate DPS
