Last I checked, the Halo universe has a distinct lack of TARDISes.
Also, Time Lord technology is like... [i]infinitely[/i] more OP than what we've seen the worst things Precursor constructs to be capable of.

Doctor Who's universe was MADE to be massively OP. Where the Forerunners had to construct 7 Halos to cleanse the galaxy, the Time Lords had a box the size of a small cabinet capable of causing even more destruction...
