I'm guessing you are beating it on ultimate finish? If so and still not getting it then it's RNG hateful run of no -blam!-s given.
This game is just as bad as destiny when it comes to RNG but it makes it more fun to farm missions.

Yes I agree.But Rng is nicer in xenoverse then destiny atleast.
