I suggested pretty much this in another thread. Raid weapons/armor should break down into a Legendary Weapon/Armor Core with the current levels, aka a Oversoul Edict provides a 331 Weapon Core and a helmet provides a light level 36 Armor Core. Then you take them to either the Weaponsmith or yout Vanguard mentor, spend some materials and the core to upgrade them.
