Pretty sure the chip is just a vessel, and repairing it wouldn't do anything for cortana.

And as far as fixing cortana goes, I don't think it's possible for even humans to do. At the end of halo 4 cortana was comparable to a 90 year old human with the beginning stages of Alzheimer's.
