Because the majority of people look no further than the armor. Which, mind you, doesn't resemble Titan armor very much. It's like comparing a Knight with a Samurai, they both have armor, but it looks very different c and both have very different skills. Now, Chief may be strong, but did you know he was one of the fastest Spartan IIs? Not the strongest, smart when it came to combat situations and able to think on his feet. He was mainly used for infiltrating and elimination of targets, pre-covenant war. Also sent to assassinate insurrectionists, hunt them down and kill them. Chief is extremely quiet, spends much of his time alone, doesn't trust very many people, but when he does, he will do just about anything for them, he doesn't often make jokes, or even talk to people, leading them to believe he is unfriendly and a loner, what sense of humor he does have is very cynical and dry. He doesn't boast about his accomplishments, he just gets the job done as fast as possible. From a plot standpoint he is a Hunter, from a Personality standpoint, he is a Hunter. From a physical Standpoint, he is mainly a Hunter. From an armor structure standpoint he is a Titan.
