I believe the only level 32 IB gear sold these past two times altogether were 2 level 32 gauntlets and boots. So you wouldn't be able to get to 32 yet without either a light 36 chest piece or helmet from IB. So it would be impossible to be level 32 with IB gear and a piece of exotic gear because you'd be missing 1 piece of light level 36 gear. But you could be level 32 with a mix of exotic gear, raid gear and IB gear.
