Sorry but he's actually useful in more places then just 1, so can't be a hunter ;)
Also in your original post, while he may have a hood, he's wearing robes not a floofy little cape, so I'd say he's closer to a warlock if your going off of that picture :P

It's called a cloak, and if you've seen the original Hunter concept art you'd know they were going to have cloaks too. We still may someday... Any way, a Hunter can be useful in just about every situation, though depending on the player entirely. Titans can be useless believe it or not. Extremely useless.
