Create Your Dream Exotic Weapon
I don't completely know about balancing, but basic rules:
No 1 shot kills at any range w/o precision damage.
No overpowered abilities (Ill be the judge of that)
No other rules noted

My Humble Opinion

Exotic Sniper Rifle
Primary Weapon
Possesses No Scope (Not a noscoping gun)
Precision damage is lowered to slightly better than scout rifle (x2.5 instead of x10 or whatever snipers get)
Has small iron sights, akin to a hand cannon, but a little more archaic, and slightly larger
Has a mid length 9 shot magazine (also aesthetically on the bottom)
First Perk: Luck in the chamber
Exotic Perk: Humbling Opinion (Precision hits overpenetrate, Precision kills make the target explode and increase reload speed, as well as granting a damage bonus)
Bolt Action Sniper, Increased Reload time and you have to unscope to reload between shots (Happens automatically)
1st option set(Normally scopes, but this has no scope)

Sniper riffle 1bullet per reload Maxed rate of fire for trolls Impact 75% of sniper impact bar Range max Stability worst Reload 20% reload bar so fairly bad Perk number 1: mulligan master : missing this shot has a greater chance to return round to the chamber. Supportive perks field scout, perfect balance, flared Magwell you might say wtf y field scout well troll again ud go from 1-2 shots per clip helpful? Mabey.... Secondary perk which is called ANTI MATERIALS : this perk is the following , shots fired are high impact armor piercing high explosive shots with firefly with a precision kill. This might sound op with such a high impact or a sniper blah blah but if you get the two shots don't forget your recoils gna be worse the ice breaker so yeah.... Pro anti material riffle I'd say I'd be a game changer oh and lastly to be fair considering how necro chasm has mele kills increased reloAd Asa perk on gun I'd slap a perk on it that states weapon is restricted pve only. No trollers may use this gun for pvp and cannot be fired without scopeing in.. Sounds nasty right? Now bump so this can be made Ty. Lastly the quote "you rubbed that old Genie bottle made a wish... Did it come true??..."
