If Thel 'Vadam led the assault on reach. Then chased the pillar of autumn to installation 04. Why did the energy swords In halo 1 have a failsafe mechanism hen they didn't in reach.
Researched the second question myself. Seems thel didn't have the only covenant fleet at reach.

You are correct. The Covenant forces you fight in Reach are a part of the Fleet of Valiant Prudence. Thel controlled the Fleet of Particular Justice.
