Kinda because even though you [u]did[/u] work for those motes, the drop is still random and isn't too sure. Don't get me wrong though, it is definitely more earning than a random drop from a patrol, but it's still very random and considering that Xur doesn't always sell them brings up the chance aspect and even more RNG
