Keep grinding for the red hand. If you get a decent roll it is by far one of my favorite hand cannons(raid hand cannons not included unless you get an amazing roll)

I don't think so 99.99% sure it can not. If you look the gun up on destiny database it will tell you the possible perks.

Cheers bud ye i thought so too Anyways i'll just keep ranking up new monarchy to get a better one as the nitefall one was bad. I had a ripper 300 one and i regret breaking it down

Mines red hand have hip fire and crowd control and is in the max. even thou is only 300 damage still a nice and a super decent hand cannon. if you gett one grind it to the max because its realy worth
