What does the gun upgrade Outlaw mean?!

I have a uncommon scout rifle, and one of the upgrades I can choose is called Outlaw. It doesn't have an explanation besides "Outlaw", has anyone else encountered this, and can they explain what it does?

  • I found this upgrade on a pulse rifle as well. The description simply read "outlaw" the same as the name of the upgrade option. I wasn't sure if the description it was overlooked or the trait simply not implemented, but given the comments it appears to be the former, unless it's something which was meant to apply to hand cannons and not rifles. @BrizzleShizzle: The problem is there was no official description in game. "Outlaw" was both the name of the upgrade and was repeated as the description.

  • The official description in-game is "Precision kills with this weapon dramatically increase reload speed."

  • It implies a increase in reload speed. Like in the old west!

  • On my hand cannon if I get a head shot it speeds my reload up so I imagine it's the same thing?

From my experience it alters the reload speed of the gun. I think it's based on doing damage/killing an enemy right before you reload to get the speed boost, but I'm not sure.
