Are we sure the numbers start at the top and go clockwise around the circle? And I think that the slashes are actually twos, and there should be at least four digits in the top blank.
My theory is that the numbers start at 9 o'clock and progress clockwise to 3 o'clock, with 21 digits making up the image's url.

are we sure it's numbers cause the digit before 314 at about the 12:45 sure looks like a B to me

It's only been the twelve and two o'clock positions that haven't been getting activity. Who knows what's going on.

There hasn't been any activity that reaches that height to accommodate for numbers between the 11 and 1 oclock positions. There might be an upper bound.
