Some if these passes are ~8 years old. Some people got them for free and that's patched within the week.
Some bugs are older then time and people encounter them daily yet, they're still not addressed.
Glad to know what's important to you, Bungie...

In my humble opinion as someone who knows a bit about code, the longer a bug exists, the harder it is to remove. Take the launch bug. It's been in the game for years. Sure, they should've removed it when they were first told, but they didn't. Now it's entrenched in a tangle of spaghetti code and would take more effort than it's worth to remove. For a rewards pass, it'll come to the dev's attention pretty quick how people are getting it for free, and because Bungie is a bit of a greedy corporation, they're going to use resources to fix it asap. Because they want to fix it sooner, it becomes significantly easier to do so. Now, take this with a grain of salt. What I said here is my assumption on how the code in d2 works. My opinions aren't facts. I also do agree with you that bungo should put the same amount of attention into fixing quality of life bugs that they do with rewards pass bugs. It's just lower on their priority list, so consequentially becomes harder to fix.
