A pretty simple suggestion AND solution to how to make player voices not only heard but also Developer situations more understandable for players.
From all the years I play this game since 2014 I think the players felt heard the most when Bungie developers actually read the Stream chat on-stream and responded to questions while presenting new content.
Take the content out of this equation for a moment. Focus regularly only on talking to the players, maybe once per month, in a live stream on Twitch/Youtube.
Answer questions you are able/allowed to as developers and give the community opportunity to ask questions that center about potential ideas, current balancing, features, etc.
You can even make some chat polls too at times. And explain technical difficulties you faced during development to fix stuff.
Important is that we discontinue this a-symmetrical norm of communicating. What we need, both Developers and Players, is to talk directly with one another.
Getting a weekly blog post maybe delivers news of the game, but makes players feel unseen. Not everyone wants to make a Social Media account and use it to talk to Devs on there. But we all can watch a stream and almost everyone has a Youtube account anyways to at least ask questions there, if not on Twitch.
We definitely need more immediate responses, even if the answer to most questions is "we can't tell you that yet". We need to hear each other. And that more obvious.

Once a month should be easy won't even need to be that long... And proper poles and questionnaires on the forum for players with safeguards against Bots... Account spam... Alts... Even if they got to go third party for the servays... True liquid feedback... Post...
