Cross save not working
I linked my steam account to my Xbox account but it does not allow me to make my Xbox account primary
both accounts are authenticated I either don't know where to enable it or it doesn't alow me to

Hey there, did you figure it out? After linking you need to go through the cross save process, which it looks like you've now done, you've got it set up with XBox as the Active account.
