Bungie went ham on this new perk, it's Frank's Red Hots now.
Which means there are great options for every slot.
The perk works stowed, but the healing effects only trigger when the weapon is out.
Thus... if you ran every slot with a Chaos Reshaped weapon, you'll never stop healing.
In addition, Aegis and/or his collaborators tested thoroughly if the perk is actually bugged.
It was adjusted so that it doesn't scale with Brawn anymore.
As such, results in a UI rubberbanding visual effect with your health bar while the modifier is active that appears to be taking HP away... it isn't and still heals you for the correct amount.
It's a 35% dmg buff essentially for your characters if you run a complete weapons loadout with Chaos Reshaped.
If you struggle with curating a weapons kit for your character not understanding the plethora of possibilities now available to players... I sympathize with that, especially new and returning players.
Chaos Resphaped (x3 weapons) is a fantastic remedy to increase your DPS output whilst improving your durability with supplemental healing.
There's a little ramping, but it works on autopilot and will continually refresh its effects as long as you're in combat.
