If the screen you're seeing is this one: https://i.imgur.com/cashwMu.png, then it means Destiny/Bungie were either unable to check your PSN/Xbox parental control setting so they just go on the basis that they're enabled by default or Sony/Microsoft told them they were enabled because of service issues. Restarting the game and/or console will usually fix it unless its a Sony/MS service issue. One cause is the game not being properly quit at the time of shutdown (ie simply turning the console off without quitting it first but you have sleep enabled). It's unlikely Bungie are going to issue any fixes for it at this stage because its got a easy workaround and the final gameplay bug fix was a while back, anything future is critical/emergency with the chance of an upkeep.
