Health Stat
Can anything be done for the fact that the health stat is obviously abnormally heavily weighted on armor drops?

I never get health on the armor I want it on :(

It's very limited. Any vendor with curated splits you can see before pulling. So, Lumino... Zavala... the crucible set he has too. Bushido and Swordmaster at Xur... by equipping different focusing mods you can change SOME of the splits... not all. And even then the tuning is random. Health is the whammy stat, especially in PvE. So no. Except in the rare cases I outlined. Other than that, it's about mastering the grind in the activities that have the armor sets you want. There are methods. Like overflowing to your postmaster. Like grinding LSs with friends or LFG for destination armor.
