You know what I would love to see return in a Hypothetical D3? How Bungie treated Strikes and Nightfalls.
Is it just me, or do the Positive Modifiers feel exceptionally… weak compared to how they were Destiny 1. Not only that, but doesn’t it also feel like we have significantly more negative modifiers? It feels less like Bungie is trying to encourage a couple select builds, like a build focused around Arc Grenades, or Solar Melees, or Void Heavy’s, and more like they are just trying to make us as weak as possible with little anything to help rebalance us out.
There is a place for this of course. Conquests should be the CHALLENGE activity, but for ritual playlists like the Strike and Nightfall playlists, it just doesn’t work. Though maybe I’m just focused on what D1 was like, and am not taking into consideration that the complexity of Build Crafting and the level of power given at BASE has far surpassed that of what was achievable inside of D1, and that consequently, adding significant positive modifiers would ballon that power to the point of Dog Walking any activity we could play.
There are also neutral modifiers, which I would like to see the return of. Sure, we have some called “trade off modifiers” like Oscillation and Hungers, but we should also see it in the form of Burns. Like Arc Surge, which means you take more arc damage, but also do more arc damage. Or we could see something like a Prismatic Surge, where you take more void damage, but do more solar damage. And of course, more modifiers like Oscillation and Hunger need to exist although they should be altered by the negative and positive modifiers on the activity. If one positive modifier is extra special ammo, and the other is Sniper Rifle Surge, then Oscillation should be a split between Snipers and a couple other special weapons. And the Hunger should match whatever the Surge is.
Obviously there is still a place for Banes, Champions, and Enemy modifiers acting as extra negative modifiers, but these affect less so buildcrafting and how you enter the activity, and more so how you are supposed to engage in combat. A champion isn’t going to significantly change what build you bring in. Just how you fight for that singular moment to deal with it.

Cosmic Superconductor - Super Regen Ashes to Ashes - Solar weapons inflict scorch... and obviously more from weapons that already use scorch.

Any game that needs to rely on inflated difficulty is a bad game. Modifiers have no place in D2, as they often directly counter skill expression in a negative manner. Borderlands suffered this issue with it's playerbase. It just became a modifier fiasco where only 2-3 builds could actually clear endgame content. Didn't matter how "good" a player was on a particular build, the game coerces and manipulates the win conditions in such a drastic and punishing manner that only a few builds are viable. This is antithetical to the foundation of a MMO. Roleplay and identity are incentivized and necessary for a MMO to truly shine and remain engaged. Modifiers simply counter these principles, and thereby reduce engagement over time. The issue becomes further exacerbated when lower skill builds outperform higher skill ones, or when the sandbox balance neuters a high skill build in favor of one with lower skill expression. A perfect example of this is Peregrine Greaves. The changes at the launch of EOF through Renegades essentially gutted this Exotic for GM Alerts. Meanwhile builds like Strongholds, Consecration Titan, and Hoarfrost+Horn builds destroyed the sandbox, despite requiring less skill and fewer win conditions for greater output of performance. Nowadays, a modifier like "Chill Touch" directly counters high skill builds such as Peregrine's, Solar Bonk or Banner Titan. Meanwhile, HOTS builds run amok and remain largely unaffected by this modifier, despite being inferior in terms of working conditions or skill expression. It's completely backasswards, and a major reason I have long criticized Bungie. If something has been broken in the past, even it has an incredibly high skill floor and ceiling, they will eventually nerf it into the ground, and sometimes it's replaced by a low floor build that doesn't require the same level of skill for greater or equal performance to their competitors.
