I figured it out, or am starting to... the key to unlock the full potential of Repurposed Charge on the Nessus Set.

Attrition Orbs, in particular an Attrition Orb sword in your heavy slot.

Put on a weapon with the perk combo of shoot to loot and an explosive perk like kinetic tremors or meganura. Works from range ‘for you’ while your just playing the game. 👍
