Have you done a subsequent run since obtaining icebreaker in which you did both the Operator and the Secret Chest room panels (destroying the Crystals with Icebreaker) to see if it drops? Alternatively there are Icebreaker Catalyst accounts on Twitch that run sometimes that will do everything up to the chest and players join then enter the solution they found to claim the chest.
