I'm not good with making videos but the bug seems simple to replicate. My friend and I tested the new "scorching barricade" effect from Shieldburst. We found that only the barricade maker's weapons apply scorch correctly. He was playing the titan and I was playing Prismatic Hunter. We used identical solar weapons. My weapons did not apply scorch despite the buff being visible as "Scorching Rally" on my screen. His weapons applied scorch flawlessly. We did not test Kinetic weapons. Hope it can be easily replicated for others too.
