You can wear festival of lost masks whenever you want as long as you don’t dismantle them. However, once the Event ends the mask will have a power level of 0. All you have to do is simply apply the purchased ornament or skin to your mask! If you dismantled the mask then unfortunately you will not be able to apply the ornament or skin you bought for the mask.
