When using No Hesitation with Physic and being in an activity for longer than 30 minutes I find myself unable to obtain the Physic perks benefits but also noticed I couldn't gain any buffs. I could give my fireteam buffs like normal but I couldn't gain any keyword buffs or armor charge from any source. This only happens when playing a activity for a extended amount of time. People have told me this can be remedied by unequipping and reequipping the gun but I've been in equipment locked activities when it happens to me so I cant check that.
