There are reports from PS4 and PS5 players getting temporary PvP restrictions even though they believed their connections were solid, but the platform breakdown did not show PlayStation users being disproportionately affected compared with other platforms. The more likely issue is that these restrictions react to intermittent instability that normal speed tests do not always catch. Destiny network problems are often tied more to packet loss, timeouts, or unstable service connections than to simple download/upload quality. So being hard-wired and getting a good Cloudflare result does not necessarily rule out the kind of connection behavior that can still trigger a restriction.
