Zavala is a stingy git
Focussing a couple of helms and it clearly does the complete opposite of what's on your ghost. Mine is grenade + super so of course I get health, melee and class.
These Vanguard tokens are earned at such a slow rate as well so you'd like to think the slap-headed -blam!- could be a bit more obliging.

Health seems to drop on most of mine, but most stuff is easy to get so no biggy.
